摘要
在全球灾害频发与构建人类命运共同体的背景下,中国积极投身国际人道主义援助,应急语言服务作为跨国救援的桥梁与纽带,在提升救援效率,承担国际责任以及塑造良好的国际形象等方面发挥着不可替代的作用。本文以3·28缅甸地震应急语言服务实践为案例,系统梳理了国际救援中应急语言服务的响应机制以及现存问题,并提出了优化方略。研究发现,技术工具的“双刃剑”效应,复合型人才储备不足,语言服务内容的单一化,语言服务资源的碎片化以及备急与响应的脱节等,是制约当前国际救援中的应急语言服务发展的主要因素,未来应持续完善技术、人才、机制等的多维度协同,进一步提升应急语言服务的质量,助力国际应急救援,彰显中国的负责任大国形象,为构建人类命运共同体提供语言服务支撑。
Against the backdrop of frequent global disasters and the need to build a community with a shared future for mankind,China has actively participated in international humanitarian assistance.As a bridge and link for cross-border rescue,emergency language services play an rreplaceable role in improving rescue eficiency,fulflling international responsibilities and shaping a good international image.This paper takes the practice of emergency language services in the 3.28 Myanmar earthquake as a case,systematically sorts out the response mechanism and existing problems of emergency language services in international rescue and proposes optimization strategies.The study finds that the double-edged sword effect of technical tools,insufficient reserves of compound talents,the singleness of language service content,the fragmentation of language service resources,and the disconnection between emergency preparedness and response are the main factors to restrict the development of emergency language services in international rescue.In the future,it is necessary to continuously improve the multi-dimensional coordination of technology,talents,mechanisms,etc.,further improve the quality of emergency language services,assist in international emergency rescue,demonstrate China's image as a responsible major country,and provide language service support for building a community with a shared future for mankind.
