摘要
大力发展农机社会化服务,推进农业机械化向“全程、全面、高质、高效”发展,是构建现代农业经营体系的重要支撑,也是实现小农户与现代农业有机衔接的现实途径。基于对湖南省益阳市农机社会化服务现状的分析,指出其呈现出服务领域全面化、服务主体多元化、服务装备智能化、服务组织公益化等发展趋势。然而,当前服务体系建设仍面临诸多挑战,包括服务主体规模化与协同性不足、服务市场规范化建设滞后、专业人才支撑体系薄弱、配套政策体系不完善、服务主体能力不足等问题。针对上述问题提出对策建议,包括加大政策扶持力度、构建高素质农机服务人才梯队、创新农机服务经营与协作模式、健全农机服务市场规范与监管体系、深化数字技术在农机服务中的融合应用。
The development of socialized service for agricultural machinery and promotion of the"full process,comprehensive,high-quality and efficient"development of agricultural mechanization are crucial support for constructing a modern agricultural management system,which serves as a practical pathway to organically connect smallholder farmers with modern agriculture.Based on analysis of current situation of socialized service for agricultural machinery in Yiyang City of Hunan Province,emerging trends of the socialized service was identified including the comprehensiveness of service areas,diversification of service providers,intelligence of service equipment and the public welfare-oriented development of service organizations.However,current service system construction still faced with numerous challenges,such as a low level of service organization,insufficient standardization of the service market,shortage of professional talent,imperfect policy support system,and inadequate capacity among service providers.For solving the problems countermeasures and suggestions were proposed such as intensifying policy support,cultivating high-quality agricultural machinery service workforce,strengthening innovation in agricultural machinery service business models,enhancing standardization of agricultural machinery service market and promoting deep integration of digital technologies with agricultural machinery services.
