摘要
基于46份合肥市动漫企业问卷的实证研究,揭示合肥动漫IP产业“低投入—低产出—低预期”的现状,其根源在于政策缺位与产业链断裂的双重制约,并存在“政策滞后→产业链断裂→代工依赖”的传导机制。钻石理论与全球价值理论的共同印证表明,政府角色与产业链协同薄弱导致产业竞争力低下和“低端锁定”效应。基于此,应建立“政策—产业—需求—机遇”协同政策,为国内动漫IP产业欠发达地区的困境突破提供理论参考。
An empirical study based on 46 questionnaires from enterprises reveals the“low input-low output-low expectation”trilemma in the animation IP industry in Hefei City,which is rooted in the dual constraints involving policy inadequacy and industrial chain disruption,and in the causal mechanism of“policy lag→industrial chain fault→OEM dependence”.Joint validation through Diamond Theory and Global Value Chain Theory demonstrates that weak government-industry coordination induces diminished industrial competitiveness and a structural“low-end locking”eff ect.To this regard,the synergistic framework should be constructed including“policy-industry-demand-opportunity”,which will provide theoretical guidance for overcoming developmental bottlenecks in the regions with underdeveloped animation IP industry.
