摘要
党的二十届三中全会对完善城乡融合发展体制机制作出重大战略部署,客观上要求对城乡融合发展思想进行理论溯源,对体制机制演进进行历程总结,对现存问题提出改革举措。马克思主义和西方学术界都曾对城乡融合发展作出理论阐述,毛泽东、邓小平、江泽民、胡锦涛和习近平等同志把握城乡建设规律,对城乡融合发展理论作出重要理论探索,进行了马克思主义中国化的城乡融合发展实践。当前,城乡融合发展体制机制存在城乡发展不平衡、要素双向流动和交换的体制机制不完善、地区差异显著等现实问题,亟须从健全推进新型城镇化体制机制、完善强农惠农富农支持制度、完善城乡要素双向流动和交换的体制机制、实施区域协调发展战略和区域重大战略等方面进行改革。
The Third Plenary Session of the 20th Central Committee of the Communist Party of China has made important strategic deployments for improving the institutions and mechanisms of integrated urban-rural development,which objectively requires us to conduct theoretical origins of the thoughts of integrated urban-rural development,summarize the evolution of the institutions and mechanisms,and put forward reform measures for the existing problems.Both Marxism and Western academia have made detailed theoretical expositions on integrated urban-rural development.Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping have profoundly grasped the laws of urban and rural construction,made important theoretical explorations on the theory of integrated urbanrural development,and carried out the practice of integrated urban-rural development with the Sinicization of Marxism.The current institutions and mechanisms of integrated urban-rural development have some practical problems,such as unbalanced urban-rural development,imperfect system and mechanism of two-way mobility and exchange of factors,and significant regional differences.It is necessary to carry out reforms in such aspects as improving the institutions and mechanisms for new urbanization,promoting perfect agricultural support protective system,promoting the system and mechanism for two-way mobility and exchange of urban and rural factors,and implementing the strategy of coordinated regional development and major regional development,etc.
