摘要
兴边富民行动实施20多年间,实现了“兴边、富民、强国、睦邻”的既定目标,但边疆地区经济社会发展不平衡不充分问题依然突出,中华民族共同体建设为兴边富民行动赋予新时代新的历史使命。通过对现有文献分析,提出亟待以铸牢中华民族共同体意识为主线,以加强边疆治理为核心,融入共同体理念的兴边富民行动研究。通过挖掘兴边富民行动中中华民族共同体、周边命运共同体、人类命运共同体、地球生命共同体四个共同体元素,分析集成在四个维度上的关键落脚点——共生发展;提出现实情境下中华民族共同体建设是重点,进而分析共生发展视角下提升兴边富民行动的具体举措。
Over the past two decades of implementing the Vitalizing Border Areas and Enriching the People(VBAEP)Initiative,the established goals of"vitalizing border areas,enriching the people,strengthening the country,and maintaining harmonious neighborly relations"have been achieved.However,imbalanced and insufficient economic and social development in border areas remains a prominent issue.The building of a community for the Chinese nation has endowed the VBAEP Initiative with a new historical mission in the new era.Through the analysis of existing literature,it is proposed that there is an urgent need to strengthen the research on the VBAEP Initiative by taking the fostering of a strong sense of community for the Chinese nation as the guiding principle,focusing on strengthening border governance as the core,and incorporating the concept of the community.By exploring four community elements in the VBAEP Initiative:the community for the Chinese nation,the neighborhood community with a shared future,the community with a shared future for mankind,and the community with a shared future for all life on Earth,this paper analyzes symbiotic development as the key focal point integrated across these four dimensions.The study highlights that the building of a community for the Chinese nation is the primary focus in the current context.Furthermore,it analyzes specific measures to improve the VBAEP Initiative from the perspective of symbiotic development.
