摘要
中国沿海区域是改革开放的前沿,深化数字改革与实现“双碳”目标是推动新时代沿海区域经济高质量发展的重要战略举措.基于2012~2021年我国沿海省份81个地级及以上城市的面板数据,依托国家数字经济创新发展试验区这一准自然试验,采用DID与PSM-DID方法,深入探究数据要素驱动的数字经济发展对沿海区域能源碳排放的影响.结果表明,数字经济发展显著降低了沿海区域的能源碳排放,且减排效应展现出巨大的发展潜力;异质性分析显示,数字经济在北部沿海区域的减排效应尤为显著,且在低互联网发展水平和低社会消费水平城市中,其减排效果更为突出;中介效应检验进一步证实,数字经济依托技术创新、产业升级和资源配置中介机制,呈现出显著控碳效应;更值得注意的是,数字经济的发展不仅降低了本地能源碳排放,还对改善相邻城市的能源碳排放产生了积极作用.因此,应以国家数字经济创新发展试验区的发展实践为基础,优化政策战略的包容性和灵活度,充分发挥数字经济在沿海区域减污降碳过程中的关键作用,可为实现“双碳”目标贡献力量.
Based on panel data of 81 cities at or above the prefecture level in China's coastal provinces from 2012 to 2021 and relying on the quasi-natural experiment of the National Digital Economy Innovation and Development Pilot Zone,this paper uses DID and PSM-DID methods to explore the digital economy driven by data elements and the impact of development on energy carbon emissions in coastal areas.The research results show that the development of the digital economy has significantly reduced energy carbon emissions in coastal areas and that the emission reduction effect has strong potential.Heterogeneity analysis shows that the emission reduction effect of the digital economy is particularly significant in the northern coastal area and that the effect is more prominent in cities with low Internet development levels and low social consumption levels.The intermediary effect test further confirms that the digital economy has effectively reduced energy carbon emissions in coastal areas by improving technological innovation,adjusting industrial structure,and optimizing resource allocation.Remarkably,development of the digital economy not only mitigates local emissions but also positively influences energy carbon emissions in neighboring cities.Consequently,leveraging the Pilot Zone's development experiences,policy strategies should be optimized for inclusivity and flexibility,emphasizing the digital economy's pivotal role in pollution and carbon reduction efforts in coastal areas and thereby contributing to achievement of the“double carbon”goals.
