摘要
中国共产党成立以来始终重视农田水利建设。新民主主义革命时期,中国共产党领导革命根据地人民开展农田水利建设,建立起从中央到地方的水利管理组织,发动党员干部共同管理水利,逐步完善水利贷款制度。在此过程中,中国共产党始终坚持以人民为中心,坚持人民首创精神,坚持水利建设为人民服务,通过大生产运动、生产竞赛和树立劳动模范等措施,推动革命根据地水利建设。革命根据地水利管理不仅促进农业丰收、保障物资供应和提高人民生活水平,而且巩固了革命政权,提升了中国共产党的威信与公信力,为革命根据地的繁荣与稳定奠定基础。中国共产党对革命根据地水利现代化的早期探索,为中华人民共和国水利管理与建设提供了有益启示。
Since its founding,the Communist Party of China has always attached great importance to farmland water conservancy construction.During the New Democratic Revolution period,the Communist Party of China led the people in the revolutionary bases to carry out farmland water conservancy projects,established water conservancy management organizations spanning from the central to local levels,mobilized Party members and cadres for joint water management,and progressively improved the water conservancy loan system.In this process,the Communist Party of China has always adhered to the people-centered approach,championed the pioneering spirit of the masses,and ensured water conservancy projects served the people.Through initiatives such as the mass production movement,production emulation campaigns,and recognition of labor models,the Party advanced water conservancy development in revolutionary bases.The water management in the revolutionary bases not only promoted agricultural harvests,material supply and the improvement of people′s living standards,but also consolidated the revolutionary regime,enhanced the prestige and credibility of the Communist Party of China,as well as laid the foundation for the prosperity and stability of the revolutionary bases.The Communist Party of China′s early exploration of the modernization of water management in the revolutionary bases provided a useful reference for the water management and construction of the People′s Republic of China.
