摘要
空间财政学是理解资源空间配置与空间发展不平衡的钥匙,它是位于财政学、新经济地理学与政治经济学交叉地带的子学科。财政联邦主义与新经济地理学是空间财政学的两大理论基石,空间计量经济学、基于地点的自然实验及准实验方法、量化空间一般均衡模型的发展与应用,为空间财政学的拓展提供了坚实的方法论基础。结合中国特色的财政制度、土地制度、政治与行政管理体制,瞄准城市化、城市群与都市圈、城市内部高质量发展的迫切需求,坚持科学研究方法论,构建包容世界文明发展成果的中国空间财政学自主知识体系是当代财政学人的历史使命。
Spatial public finance offers a vital framework for analyzing the spatial allocation of resources and addressing imbalances in regional development.As an emerging subdiscipline,it lies at the intersection of public finance,new economic geography,and political economy.The field is grounded in two core theoretical pillars:fiscal federalism and new economic geography.At the same time,methodological advances in spatial econometrics,place-based natural and quasi-experimental approaches,and quantitative spatial general equilibrium models have established a strong foundation for its continued evolution.In the context of China,integrating the nation's distinctive fiscal system,land tenure arrangements,and political-administrative governance structure with the urgent demands of urbanization,urban agglomeration development,metropolitan formation,and high-quality intra-urban growth is especially critical.For contemporary public finance scholars,the historical mission is clear:to uphold rigorous scientific methods while building an autonomous knowledge system of Chinese spatial public finance that draws on and contributes to the broader achievements of global civilization.
