摘要
日本由于常年灾害频发,形成了以“防灾立国”为宗旨的灾害应急管理体系,建立了较为成熟的应急语言服务机制,开展了有效的应急语言服务实践。本文在语言政策与规划研究视域下,考察日本应急语言服务体系及实践。日本应急语言服务呈现出服务意识强、语种丰富,多语言服务与“简明日语”优势互补,服务内容充实、形式多样,以及服务队伍庞大、协调联动的特点,为我国应急语言服务建设提供了启示。今后,须基于突发公共事件中的实际语言需求,构建符合我国国情的应急语言服务体系。
Due to frequent disasters throughout the years,Japan has established a disaster emergency management system with the aim of“disaster prevention and national development”and a relatively mature emergency language service mechanism,and adopted effective emergency language service practice.The emergency language service system and practice in Japan were studied from the perspective of language policy and planning.Japan’s emergency language service has shown strong service awareness and a rich variety of languages,the advantages of multilingual service and“Easy Japanese”complementing each other,rich service content and diverse forms,and the characteristics of a large service team and coordinated linkage.This provides enlightenment for the construction of emergency language service in China.In the future,it is necessary to build an emergency language service system that is in line with China’s national conditions based on the actual language needs in public emergency.
