摘要
新时代高素质专业化辅导员队伍是建设教育强国、人才强国和实现高等教育高质量内涵式发展的坚强支撑。“双线”晋升作为促进辅导员队伍专业化职业化发展的关键激励保障制度已在学界形成广泛共识,但当前针对“双线”晋升制度建设的相关研究还不系统不深入,尤其表现在制度建设逻辑依据的不充分以及路径选择的缺乏可操作性。基于国内高校辅导员“双线”晋升制度与国外学生事务管理队伍晋升制度的学术史考察,从理论、历史、制度和实践视角构建高校辅导员“双线”晋升制度建设的逻辑依据,并基于逻辑依据提出高校辅导员“双线”晋升制度建设的路径选择:教育部加强宏观指导并强化监督评估,省级教育行政部门结合地方实际并展现地域特色,高校创新实施机制以提升工作动力,辅导员提升专业素养并规划职业道路,专业协会搭建互动交流桥梁并推行职业标准和伦理规范。
In the new era,a high-quality and specialized university counselor team constitutes a robust pillar for building an educational and talent powerhouse,as well as achieving high-quality connotative development of higher education.The“dualtrack”,recognized as a key incentive and safeguard system for fostering the counselor’s specialization and professionalization development,has gained widespread consensus within the academic community.However,current research on the construction of the“dual-track”promotion system is neither systematic nor thorough,particularly manifested in the inadequate logical basis and impractical path selection.Based on a historical review of the“dual-track”promotion system for university counselors in China and the career advancement systems for student affairs administrators abroad,the logical basis for constructing the“dual-track”promotion system for university counselors is grounded on the perspectives of theory,history,institution,and practice,and based on this logical basis,the path selection for constructing the“dual-track”promotion system for university counselors is proposed as follows:the Ministry of Education strengthens macro-guidance and enhances supervision and evaluation,while provincial educational administrative departments integrate local realities and showcase regional characteristics.Universities innovate implementation mechanisms to boost work motivation,counselors enhance their professional competence and plan their career paths,and professional associations build bridges for interaction and communication while promoting professional standards and ethical norms.
