摘要
在数智社会加速演进、未成年人保护面临新风险的背景下,围绕“未成年人犯罪防治”“网络保护”“最有利于未成年人原则的实践”“未成年人保护实务”等议题,会议汇聚多方学界与实务界力量,就未成年人保护制度转型与路径重构展开深入研讨。当前未成年人保护正由碎片治理迈向系统协同阶段,呈现出法治体系日趋专业化、中国特色多元保护模式不断涌现、跨学科机制融合创新深化、儿童权利本位理念持续强化等趋势。在最有利于未成年人原则引领下,未成年人司法分级干预、儿童利益代表人、家庭教育指导、未成年人参与机制等制度创新不断推进,多元协同的保护格局初具雏形。未来,未成年人保护工作仍需回应技术演进与社会变迁带来的挑战,通过资源统筹、机制协同与专业支持,构建更加公平、可持续的法治保障体系。
Against the backdrop of the accelerated evolution of the digital society and new risks faced by the protection of minors,the conference brought together the forces of multiple academic and practical circles to conduct in-depth discussions on the transformation of the system for the protection of minors and the reconstruction of the path,focusing on topics such as"prevention and control of juvenile delinquency","network protection","practice of the principle of the best interests of minors",and"protection practices".At present,the protection of minors is moving from fragmented governance to a stage of system coordination,showing trends such as the increasing specialization of the legal system,the continuous emergence of diversified protection models with Chinese characteristics,the deepening of cross-disciplinary mechanism integration and innovation,and the continuous strengthening of the concept of children's rights.Guided by the principle of the best interests of minors,institutional innovations such as child interest representatives,family education guidance,and child participation mechanisms are constantly advancing,and a diversified and coordinated protection pattern has taken shape.In the future,the protection of minors still needs to respond to the challenges brought about by technological evolution and social changes,and build a more equitable and sustainable legal protection system through resource coordination,mechanism coordination and professional support.
