摘要
1928年5月日本炮击济南,制造“济南惨案”,国人于悲愤之中拾起了惯用的“反日”运动与“对日经济绝交”武器。彼时,李达因应时势,撰写了《对日经济绝交之研究》一文,尝试分析对日经济绝交运动的效果、目标与理路。与一些激进的民族主义者大力号召全方位抵制各类日货不同,也与一些保守主义者宣扬放弃对日经济绝交运动、“以维邦交,而定国是”不同,李达承认中日两国经济贸易关系的相互依赖性,也认识到对日经济绝交运动给中国经济及各个阶层带来的损失和困难,故主张通过严谨的经济形势分析,探索一条“积极抵制”的路径,即以对日经济绝交之实施为契机,大力发展本国的棉制品工业和各类杂货工业,振兴国货,以为永久之计划与策略。毋庸讳言,彼时李达提出的“积极的抵制”和时人倡导的“振兴国货运动”并不具备实施的现实环境;但有关“对日经济绝交”问题的检讨和反思不仅为理解抵制日货运动提供了一条理路,也为认知当下美西方国家针对我国的经济脱钩断链行动昭明了方向。
In May 1928,Japanese artillery bombardment of Ji’nan caused the“Ji’nan Massacre”,compelling the outraged Chinese people to once again resort to the“Anti-Japanese”movement and“cutting off economic relations with Japan”as their weapons of resistance.At that time,to comply to the trend of the times,Li Da authored the article,Research on Breaking off Economic Relations with Japan,trying to analyze the effectiveness,objectives,and logic line of the movement for cutting off economic relations with Japan.Different from the radical nationalists who advocated a comprehensive boycott of all Japanese goods and the conservatives who urged abandoning the movement for cutting off economic relations with Japan to“sustain the diplomatic relations and to establish national policies,”Li Da acknowledged the interdependence of Sino-Japanese economic relationships and recognized the losses and difficulties inflicted on the Chinese economy and all social strata by the movement for cutting off economic relations with Japan.Therefore,he advocated exploring,through rigorous economic analysis,a“proactive resistance”approach,that is,to develop China’s domestic cotton goods industry and various grocery industries in a big way by taking the implementation of the severance of economic relations with Japan as an opportunity and looking on the vitalization of domestic products as a permanent plan and strategy.Admittedly,the“proactive resistance”proposed by Li Da at that time and the“National Movement for Vitalizing Domestic Products”advocated by his contemporaries did not have the practical context for implementation.Nevertheless,the critic review of and reflection on the issue of“cutting off economic relations with Japan”not only provided a framework for understanding the failure of the movement to boycott Japanese goods,but also illuminated the trajectory for understanding the current US-led western actions to economically decouple from and disrupt China’s supply chains.
