摘要
国家通用语言文字的推广是民族边远地区乡村振兴、新型城镇化建设、铸牢中华民族共同体意识的客观需要。贵州是西部民族边远山区的典型代表,普通话推广不充分、不均衡,具有显著的“地域性、民族性、复杂性”,其推普高质量发展体现为凝聚铸牢中华民族共同体意识,服务地方教育和社会经济文化建设,语言和谐发展与语言资源的充分开发利用,语言规划的合理布局。现阶段,贵州推普工作应聚焦经济、聚焦乡村、聚焦教育,处理好“语言文字工作的角色定位”“普通话推广策略”“推普过程中的语言文化资源”三个问题,我们尝试从语言文字工作部门的宏观层面、大中小学校幼儿园的中观层面、推普具体工作的微观层面三个维度,构建新时代贵州特色的普通话推广体系。
The popularization and use of the national standard spoken and written language is an objective need for the revi⁃talization of rural areas in remote ethnic areas,the construction of new urbanization,and the strengthening of the Chinese na⁃tion's sense of community.Guizhou is a typical representative of ethnic remote mountainous areas in the west,and the promotion of mandarin is insufficient and unbalanced,with regional characteristic,racial figure and complexity.The high-quality development promotion of mandarin embodies as“consolidating the consciousness of the Chinese national community;serving local edu⁃cation,economic and cultural construction,major strategic construction;harmonious language development and full development and utilization of language resources;a reasonable layout of language planning.”At present,the promotion of mandarin in Gui⁃zhou should focus on the economy,rural areas and education,and handle well the three issues of“the role positioning of lan⁃guage and writing work”,“the promotion strategies of mandarin”,and“the language and cultural resources in the process of pro⁃moting mandarin”.We attempt to construct a mandarin promotion system for Guizhou,s characteristics in the new era from three dimensions:the macro level of language and writing work departments,the middle level of primary and secondary schools,colleges and kindergartens,and the micro level of specific promotion work.
