摘要
剖析医联体数据治理多元主体结构及困境,发现核心医院、基层医疗卫生机构、卫生健康行政主管部门、信息技术提供方、医保及第三方平台主体等在权责、能力、动机和信任等方面存在矛盾.基于元治理理论,构建了制度协同、技术协同、信任协同和资源协同的四维机制框架,提出完善政策体系、统一数据标准、建立数据共享平台、加强信任机制建设以及整合资源等优化路径建议,旨在提升医联体数据治理协同效能,为分级诊疗与智慧医疗体系建设提供理论支撑.
This study analyzes the multi-subject structure and difficulties in data governance of medical consortia.It reveals conflicts among core hospitals,primary-level institutions,health authorities,IT providers,and medical insurance/third-party platforms in terms of responsibilities,capabilities,motivations,and trust.Based on meta-governance theory,it constructs a four-dimension mechanism framework of institutional,technical,trust,and resource collaboration,and proposes optimization paths like improving policy systems,unifying data standards,building data-sharing platforms,and strengthening trust mechanisms.These aims to boost the collaborative efficiency of data governance in medical consortia and offers references for building tiered diagnosis-treatment and smart medical systems.
