摘要
文章聚焦西藏自治区技术合同认定登记现状,通过分析2019—2023年技术合同登记数据,发现其认定登记量与金额持续增长,以技术开发和服务合同为主(占比95%)、电子信息领域(占比达86%),本地技术吸纳活跃且与北京、上海等省市合作紧密。同时指出存在政策宣传不足、区域发展不均、交易结构失衡等问题。据此提出强化政策引导、完善服务平台建设、优化技术市场路径等对策建议,为优化西藏自治区技术市场发展提供参考。
This paper focuses on the current situation of technical contract recognition in Xizang Autonomous Region.Through analyzing the registration data of technical contracts from 2019 to 2023,it is found that the quantity and transaction amount of recognized and registered contracts have shown continuous growth,mainly dominated by technical development and service contracts(accounting for 95%)and electronic information sector(accounting for 86%).Local technology absorption is active,with close cooperation with provinces and cities such as Beijing and Shanghai.Meanwhile,problems such as insufficient policy publicity,uneven regional development and unbalanced transaction structure are pointed out.Accordingly,countermeasures and suggestions are proposed,including strengthening policy guidance,improving service platform construction and optimizing technical market paths,so as to provide references for optimizing the tenical market development in Xizang Autonomous Region.
