摘要
在“一带一路”倡议背景下,西部地区作为向西开放的核心区,国际友好城市跨文化交流机制构建对推动文明互鉴与倡议纵深发展具有重要意义。当前面临的主要问题:共建国家文化产业基础薄弱,我国对外文化交流体系不完善,跨文化传播人才匮乏,文化共通性较弱,互信体系不牢。对此,需发扬丝路精神助力相关国家文化产业发展,优化顶层设计与制度保障,加大跨文化复合型人才培养力度,依托中医药、传统手工艺等探寻文化交流切入点,以多元化传播策略夯实互信基础。通过层级化解决路径,打造西部国际友好城市作为中华文化海外传播的窗口,促进“一带一路”共建国家和地区民心相通、文明共融,为构建人类命运共同体提供实践路径。
Against the background of the Belt and Road Initiative,western China,serving as a core area for opening up towards the west,plays a significant role in advancing mutual learning among civilizations and deepening the development of the Initiative through the construction of cross-cultural exchange mechanisms within its international sister cities.Current major challenges include:the weak foundation of cultural industries in countries along the routes,China's incomplete system for international cultural exchange,a shortage of crosscultural communication professionals,weak cultural commonalities,and an unstable mutual trust system.To address these,it is necessary to leverage the Silk Road spirit to assist in the development of cultural industries in countries along the routes,optimize top-level design and institutional safeguards,enhance the cultivation of cross-cultural interdisciplinary talents,identify entry points for cultural exchange through avenues such as traditional Chinese medicine and traditional crafts,and solidify the foundation of mutual trust through diversified communication strategies.By implementing hierarchical solutions,western China's international sister cities can be developed into windows for the overseas dissemination of Chinese culture.This will foster people-to-people bonds and the integration of civilizations along the Belt and Road,providing practical approaches for building a community with a shared future for mankind.
