乡村振兴背景下政产学研用协同创新培养水产人才的瓶颈问题与消除机制研究

摘要 [目的]为了破解政产学研用乡村振兴水产人才协同创新培养面临的瓶颈问题,建立政产学研用协同创新高效驱动机制。[方法]针对政产学研用协同创新人才培养困局,为建立政产学研用协同创新驱动机制,从政府、企业与高校及研究生人才角度进行溯源、解析并提供建设性思路。[结果]政产学研用协同创新人才培养瓶颈的根源在于政府在乡村振兴创新人才培养中的缺位与错位,政府部门间行政壁垒影响和制约着产学研项目的实施及其人才的培养。政产学研用协同创新培养水产人才瓶颈的消除机制在于加强政府主导,切实兼顾产学研群体各方利益关切,基于产学研各方责权利强化经费管理,建立创新人才培养效果评价机制,围绕乡村振兴创新人才培育以顶层法律体系设计为基础规范与协同政府部门职能。[结论]政产学研用协同创新水产人才培养须紧紧围绕乡村振兴新质生产力需求,以政府为主导,以企业为主体,以高校为抓手,建立政产学研用协同创新高效驱动机制。 [Objectives]An efficient driving mechanism for collaborative innovation among government-enterprise-academia-research-application was established to solve the bottleneck problem faced by collaborative innovation in training aquatic talents for rural revitalization through government,industry,academia,research,and application.[Methods]Constructive ideas were provided by tracing and analyzing from the perspectives of government,enterprises,universities,and postgraduates to address the difficulties in training talents through the collaborative innovation among government,industry,academia,research,and application and establish a driving mechanism for collaborative innovation among government,industry,academia,research,and application.[Results]The root cause of the bottleneck in training talents through the collaborative innovation among government,industry,academia,research,and application was the absence and misalignment of government in training innovative talents for rural revitalization.Administrative barriers between departments in government affected and restricted the implementation of collaborative projects among industry,academia and research and the training of talents.The mechanisms of eliminating the bottleneck in training aquatic talents through the collaborative innovation among government,industry,academia,research,and application were to strengthen government leadership,effectively take into account the interests and concerns of all parties in the industry,academia,and research groups,strengthen fund management based on the responsibilities and rights of all parties,establish an mechanism for evaluating the effectiveness of training talents,and standardize and coordinate the functions of departments in government around the top-level legal system design for rural revitalization and training innovative talents.[Conclusions]Training aquatic talents through collaborative innovation among government,industry,academia,research,and application must closely focus on the demand for new quality productivity in rural revitalization with the government as the main leader,enterprises as the main body,and academia as the main lever to establish an efficient driving mechanism for collaborative innovation among government,industry,academia,research,and application.
