摘要
在新时代背景下,乡村振兴战略已成为我国实现城乡融合发展、推进农业农村现代化的核心战略。国土空间规划作为国家治理体系中的关键制度安排,肩负着推动乡村振兴战略落地实施的关键责任。研究从乡村振兴和国土空间规划的内在耦合关系出发,探讨了二者协同推进的现实意义与制度基础,剖析了当前村庄规划实践中存在的主要问题,总结了乡村振兴战略在国土空间规划体系中的传导机制及路径模式,并提出构建“政策统筹—规划衔接—空间引导—分级实施—动态反馈”的闭环体系,为推动乡村振兴高质量发展提供制度性保障和路径支撑。
In the new era context,the rural revitalization strategy has become a core strategy for China to achieve integrated urban-rural development and promote agricultural modernization.As a key institutional arrangement in the national governance system,territorial spatial planning bears the critical responsibility of facilitating the implementation of this strategy.This study explores the intrinsic coupling relationship between rural revitalization and territorial spatial planning,examines their practical significance and institutional foundations for coordinated advancement,and analyzes major issues in current village planning practices.Through case studies of Nanjing,Heitu District,and border ethnic regions,the paper summarizes the transmission mechanisms and pathway models of the rural revitalization strategy within the territorial spatial planning system.It proposes a closedloop framework of"policy coordination—planning alignment—spatial guidance—tiered implementation—dynamic feedback"to provide institutional safeguards and pathway support for high-quality rural revitalization development.
