摘要
基于扎根理论,对55名高校科研管理者开展深度访谈并辅以制度文本分析,解构“破五唯”背景下科研评价制度改革的认知图式与实践逻辑,结果发现:高校科研管理者认知体系涵盖实践困境剖析、政策认知框架、核心制度设计、生态支撑体系四个核心维度,呈现“问题倒逼-认知迭代-制度创新-生态适配”的演进逻辑;高水平院校构建了以代表作制与动态评估为核心的分类评价体系,地方院校则受传统量化模式制约;成果转化驱动机制借助横向项目经费占比提升等措施实现突破,多数高校推行二级学院赋权改革。为此应构建“中央基准-省级指南-院校细则”三级标准体系,利用数字治理工具强化动态监测,推动评价体系向创新生态转型。
This study,based on the grounded theory approach,conducted in-depth interviews with 55 uni⁃versity research administrators and supplemented the analysis with institutional documents to deconstruct the cognitive framework and practical logic of research evaluation system reform in the era of“Breaking the Five-Only”policy.The findings reveal that university research administrators’cognitive system covers four core dimensions:analysis of practical dilemmas,policy cognition framework,core institutional design,and ecological support system,following an evolutionary logic of“problem-driven pressure-cognitive iteration-institutional in⁃novation-ecological adaptation”.High-level universities have established a classification evaluation system centered on representative works and dynamic assessment,whereas local universities remain constrained by the traditional quantitative model.The mechanism for promoting research commercialization has achieved break⁃throughs through an increased proportion of horizontal project funding,and most universities have implemented decentralization reforms at the faculty level.The study proposes constructing a three-tiered standard system of“central benchmarks-provincial guidelines-institutional regulations”,utilizing digital governance tools to en⁃hance dynamic monitoring,and promoting the transformation of the evaluation system into an innovation-driven ecosystem.
