摘要
乡村治理现代化是实现乡村振兴战略的关键支撑,也是实现国家治理现代化的重要组成部分。以人工智能、大数据等数字技术为核心的新质生产力,为破解乡村治理困境提供了新路径。文章认为,新质生产力为乡村治理现代化提供了重要驱动力,通过重构治理技术工具、革新资本禀赋、优化运行机制,形成赋能逻辑;其价值意蕴体现在政治层面促进全过程人民民主,经济层面助推共同富裕,社会层面强化中华民族共同体建设,文化层面推动中华优秀传统文化的创造性转化与创新性发展,生态层面助力美丽乡村建设。目前,乡村治理面临数字基建滞后、技术运用不深入、多元协同欠缺、数字经济实力弱、人才不足等突出问题,因此需依托新质生产力,夯实数字基建,推进技术应用,构建多元协同生态,培育数字人才,促进产业升级,系统性推进乡村治理效能提升,最终实现乡村治理能力现代化与乡村振兴目标。文章为乡村治理范式创新提供了新的思路与切实可行的解决方案。
Rural governance modernization is the key support for the realization of the rural revitalization strategy and an important part of the modernization of state.The new-quality productive forces with digital technologies such as artificial intelligence and big data as the core can promote high-quality development of the countryside and provide a new path for the dilemma of rural revitalization and rural governance.This article argues that the new-quality productive forces provide an important driving force for the modernization of rural governance.By reconstructing governance technical tools,innovating the capital endowments,and optimizing the operation mechanism,a logic of empowerment is formed,which can promote the whole-process people’s democracy,help achieve common prosperity economically,strengthen the building of the Chinese nation’s community in the social domain,promote the creative transformation and innovative development of Chinese excellent traditional culture in the domain,and help build beautiful rural villages in the ecological domain.On the practical level,there are prominent problems in rural governance at present,such as the lag of digital infrastructure the lack of deep technical application,the lack of diversified synergy,the weak digital economy,and the lack of talents.Therefore,we need to rely on the new-productive forces,consolidate the digital infrastructure,promote the application of technology,build a diversified synergy ecology,train digital talents,promote industrial upgrading,systematically promote the transformation and of rural governance models,and ultimately achieve the modernization of rural governance capacity and the goal of rural revitalization.This study provides new ideas and feasible solutions for the innovation of rural paradigm.
