摘要
剖析了当前全域土地综合整治现状,指出存在规划缺乏系统性、生态保护意识不足、资金投入有限且单一、公众参与度低等问题,以及其对可持续发展的影响,进而提出了生态优先、产业融合、城乡统筹、公众参与等规划策略,阐述了从前期调研到项目推进的实施路径,以及政策、资金、技术等方面的保障措施,以推动全域土地综合整治科学开展。
This analysis examines the current state of comprehensive land consolidation across regions,identifying systemic issues including fragmented planning frameworks,inadequate ecological conservation awareness,limited and homogeneous funding allocation,and low public engagement.It further evaluates its impacts on sustainable development and proposes strategic solutions such as prioritizing ecological conservation,fostering industrial integration,coordinating urban-rural development,and enhancing public participation.The paper outlines implementation pathways from preliminary research to project advancement,along with policy support measures,financial resources,and technological safeguards to ensure scientific execution of regional land consolidation initiatives.
