摘要
全面深化改革是推动城乡一体化建设的重要途径,也是推动乡村产业振兴和农村经济高质量发展的客观要求。党的二十届三中全会提出,全面深化农村改革,推动农业现代化建设,促进农村经济高质量发展。然而,农村产业结构不合理,新质生产力发展滞后,机制体制障碍比较多,城乡融合程度比较低,这些成为农村经济高质量发展的重要障碍。为此,要以党的二十届三中全会精神为政策依据,以全面深化农村改革为着力点,深化农业供给侧结构性改革,深化农村重点领域的改革,引导城乡生产要素合理流动,促进农村经济高质量发展。
Comprehensively deepening reforms is an important way to promote urban-rural integration,and is also an objective requirement for promoting the revitalization of rural industries and high-quality development of the rural economy.The Third Plenary Session of the 20th CPC Central Committee proposed to comprehensively deepen rural reform,promote agricultural modernization,and promote high-quality development of the rural economy.However,the rural industrial structure is unreasonable,the development of New Quality Productive Forces lags behind,there are many institutional obstacles,and the degree of urban-rural integration is relatively low.These have become important obstacles to the high-quality development of the rural economy.To this end,we must use the spirit of the Third Plenary Session of the 20th CPC Central Committee as the policy basis and comprehensively deepen rural reform as the focus,deepen the structural reform of the agricultural supply side,deepen the reform of key rural areas,guide the rational flow of urban and rural production factors,and promote the high-quality development of rural economy.
