摘要
超大城市近郊区域作为城市与农村的过渡地带,长期以来依托城市产业功能的辐射与外溢,在集体土地上催生了一批生产效率低下、环境问题突出的村镇工业。在推进乡村全面振兴背景下,超大城市近郊村镇工业用地成为落实集约节约要求、盘活低效闲置资源、推动建设用地减量化的重点区域。本文以四川省成都市新都区香城片区为例,围绕村镇工业现状特征与发展困境,基于集约节约导向和产业链关系,探索超大城市近郊村镇工业转型发展路径,通过资源利用方式转变推动经济发展方式转变,以期为推动乡村全面振兴和县域经济高质量发展提供借鉴和参考。
As a transitional zone between urban and rural areas,the suburban regions of megacities have long depended on the radiation and spillover effects of urban industrial functions,fostering clusters of village and township level industries on collective land.These industries are typically marked by low production efficiency and significant environmental challenges.Against the backdrop of China's nationwide rural revitalization strategy,suburban industrial land in megacities has emerged as a critical focus for implementing intensive resource utilization,revitalizing underperforming assets,and reducing construction land stock.This study takes Xiangcheng Area in Xindu District,Chengdu,Sichuan Province,as a case to analyze the current characteristics and development bottlenecks of such industries.Guided by principles of resource efficiency and industrial chain optimization,it proposes transformation pathways for suburban village-township industries in megacities.By reshaping resource utilization patterns,the research aims to catalyze shifts in economic development paradigms,offering actionable insights for advancing rural revitalization and high-quality county economic growth.
