摘要
应用型高校数量多、规模大、特色多样、评价难度大,缺乏针对性的政策支持。面对改革难题,构建“工具—场景—主体”政策分析框架,剖析国内应用型高校评价政策的内容和特征。研究发现,政策主要采用命令型工具,评价体系涉及人才培养模式等十大方面,经济社会主体参与评价较为活跃。政策呈现出地方自主性强、政策执行弹性小、评价方面涉及多、参与主体多元化的特征。建议从完善国家顶层设计、丰富政策工具应用组合、探索适应性评价机制和创新组织模式等方面进行改革。
Applied universities in China are numerous,large-scale,and highly diverse,making their evaluation particularly challenging.Besides,targeted policy remains insufficient.To address these challenges,this study constructs a“tool-scenario-subject”policy analysis framework to examine the content and characteristics of evaluation policies of applied universities in China.The research finds that current policies primarily rely on mandatory policy tools,with evaluation systems covering ten major aspects,including talent cultivation modes,etc.Economic and social stakeholders actively participate in the evaluation.These policies exhibit distinct features such as strong local autonomy,limited policy flexibility,multi-dimensional evaluation criteria,and diversified participating subjects.Suggestions for reform are proposed,including improving top-level design,enriching the combination and application of policy tools,exploring adaptive evaluation mechanisms,and innovating organizational modes.
