摘要
在第二轮土地承包到期后再延长三十年的新阶段,考察农地确权背景下的土地流转实践,对于深化农村基本经营制度改革至关重要。基于中国家庭金融调查(CHFS)数据,该文以农村土地承包经营权确权登记试点为切入点,构建准自然实验框架,运用DID模型,以识别农地确权与农地流转之间的因果关联。并得出结论,农地确权政策对农户土地流转行为的影响显著为正,并通过机制检验得出非农就业对土地流转行为起到促进作用,且通过稳健性检验。最终根据分析结果提出要完善土地制度改革、积极推动土地流转,提升农户非农就业水平,拓宽非农就业选择的渠道,巩固农地确权工作的建议。
In the new stage of 30 years extension after the expiration of the second round of land contracting,it is very important to investigate the practice of land transfer against the backdrop of farmland ownership confirmation for deepening the reform of the basic rural management system.Based on the data of China Household Finance Survey(CHFS),this paper takes the pilot project of rural land contract management right confirmation and registration as the starting point,constructs a quasi-natural experiment framework,and uses DID model to identify the causal relationship between agricultural land confirmation and agricultural land transfer.It is concluded that the impact of rural land ownership confirmation policy on farmers'land transfer behavior is significantly positive;through the mechanism test,it is concluded that non-agricultural employment has played a role in promoting land transfer behavior,and the results finally pass the robustness test.Finally,according to the analysis results,it is proposed to improve the land system reform,actively promote land circulation,improve the level of non-agricultural entrepreneurship of farmers,broaden the channels of non-agricultural employment choice,and consolidate the confirmation of farmland rights.
