摘要
科技创新与产业创新深度融合是指科技创新在某一领域或多领域发生颠覆性突破,其成果通过供求紧密对接、多主体参与协同互动,越来越及时甚至同步应用在产业转型升级方面,催生出新的生产能力。其主要特征是科技创新成果转化周期大大缩短,呈现出科技创新与产业化联动同步,科技突破性创新技术与产业化应用对接更加精准,两种创新双向互相渗透,供求双方利益联结更加直接紧密。在本次科技革命中,两种创新深度融合的新趋势是科技创新模式正在由线性创新或单向创新转向多轮迭代式创新、螺旋式创新,融合的形式呈现出多样化趋势,基于研发格局的网络化、联盟化、科技价值溢出化还使得产业边界模糊化。近几年,我国科技创新成果呈现多点式突破,产业化应用呈现出井喷式渗透、加速化落地新趋势,由此生成的新业态、新模式、新产品、新产业一年比一年多,一年比一年快,对经济增长的贡献作用越来越大。但在实践中,两种融合仍面临多重系统性难题,要打破“线性思维”,创新融合模式,进一步放松创新市场的干预与管制,构建新型研发载体,改革评价与激励机制,搭建一批共享中试平台,完善资本市场,支持科技创新与产业创新深度融合,推动经济高质量发展。
The deep integration of scientific and technological innovation and industrial innovation refers to subversive breakthroughs in scientific and technological innovation in a certain field or multiple fields.Throughclose supply-demand docking and synergistic interactions involving multiple subjects,its results are applied in industrial transformation and upgrading in an increasingly timely and even synchronous manner,thereby giving rise tonew production capacity.Its main characteristic is that the transformation cycle of scientific and technological innovation achievements has been significantly shortened,manifesting in synchronous linkage between scientific andtechnological innovation and industrialization,more precise alignment between scientific and technological breakthroughs,innovative technologies,and industrial applications,mutual two-way penetration of the two types of innovation,and more direct and closer connection between the interests of supply and demand sides.In this technological revolution,the new trend of their deep integration is as follows:the pattern of scientific and technological innovation is shifting from linear or one-way innovation to multi-round iterative and spiral innovation;the form of integration is diversifying,driven by the networking of R&D models,collaborative alliances,and spillover of technological value;and industrial boundaries are becoming blurred as a result.In recent years,China's scientific and technological innovation achievements have shown multi-point breakthroughs while industrial applications have exhibitedexplosive penetration and accelerated implementation-a new trend characterized by the emergence of new businessforms,models,products,and industries at a faster pace year by year,with their contribution to economic growthincreasing steadily.However,in practice,the integration still faces multiple systemic issues.To address this,it isnecessary to abandon“linear thinking,”innovate integration models,further reduce intervention and control in theinnovation market,build new types of R&D carriers,reform evaluation and incentive mechanisms,establish a number of shared pilot platforms,and improve the capital market.These measures will support the deep integration ofscientific and technological innovation and industrial innovation and promote high-quality economic development.
