基于遥感技术的农业气象灾害监测预警研究进展与展望——以黑龙江省为例 被引量:3

Research Progress and Prospect of Monitoring and Early Warning of Agricultural Meteorological Disasters Based on Remote Sensing Technology——Taking Heilongjiang Province as an Example

摘要 黑龙江省是国家粮食安全的“压舱石”,农业气象灾害监测、预测及预警等一系列研究对保障国家粮食安全具有重要意义。本研究从遥感技术手段出发分析黑龙江省农业气象灾害的研究现状及进展,剖析存在的问题,并对未来发展方向进行展望。针对黑龙江省多雨天气遥感数据获取难、遥感监测非均一地表干旱监测难、预警技术不成熟、气象灾害不易防范等问题,未来可加大数据获取渠道;开展区域性农业防灾减灾试验研究,提升区域灾害试验能力;加强多部门联合,研发农业气象灾害防范实用关键技术;研制气象灾害监测预警方法,制定灾害监测预警规范,建立灾害评估标准和指标体系,在黑龙江省开展技术成果应用,降低气象灾害对农业生产的影响,进一步促进农业的安全绿色可持续发展。 Heilongjiang province is the"ballast stone"of national food security.A series of studies on agricultural meteorological disaster monitoring,prediction and early warning are of great significance to ensure national food security.Based on the analysis of research status and progress of agricultural meteorological disasters by means of remote sensing technology in Heilongjiang province,this paper discussed the existing problems and looked forward to the future development direction.In the face of the difficulties of obtaining remote sensing data of rainy weather in Heilongjiang province,remote sensing monitoring of non-uniform surface drought,the immaturity of early warning technology,and meteorological disaster prevention,the scope of data acquisition can be increased from different data source acquisition channels in the future;carrying out regional agricultural disaster prevention and mitigation experimental research to enhance the ability of agricultural meteorological disaster test;strengthening multi-sectoral cooperation and developing practical key technologies for agro-meteorological disaster prevention;developing meteorological disaster monitoring and early warning methods,developing disaster monitoring and early warning norms,establishing disaster assessment standards and index systems,carrying out the application of technical achievements in Heilongjiang province,to reduce the impact of meteorological disasters on agricultural production,and further promote the safe development of agriculture.
