摘要
休闲农业是乡村振兴的重要抓手,受到政府重视、得到企业支持、获得群众青睐。郑州把休闲农业作为实现都市生态农业、乡村产业振兴等目标的重要路径之一,给予了支持、引导,取得了经营主体类别丰富、经营业态形式多样、品牌效应初步显现等发展成效;园区按照依托资源可区分为主业拓展、产业延展、跨界支撑等3类,乡村按照经营方式可区分为景区管理、开放运营等两类;科普研学、文化融合成为观光采摘、食宿会务等传统模式之外的业态新选择;公共品牌、企业品牌打造成为品牌化发展主要方向。通过对2013—2022年郑州休闲农业发展情况分析发现,行业发展经历了政府主导期、协会脱钩期、环境动荡期3个阶段,通过示范引领、财政支持、宣传推介等举措引导行业发展,指出路径依赖以及战略模糊、管护不足、落实不足等问题制约产业发展进程。最后,结合郑州市休闲农业发展历程,从规划、政策、示范、资金、趋势、宣传等方面提出发展建议。
Leisure agriculture is an important grip of rural revitalization,which is supported by government,participated by enterprises and favored by masses.It was an important path to achieving the goal of urban ecological agriculture and rural industry revitalization in Zhengzhou,the government has taken support and guidance for leisure agriculture,achieving development achievement,such as the rich of business entities,variety of business forms,and preliminary display of brand effect.According to the industry resources,the agricultural manor could be classified three types,such as agriculture expanding,industrial extending,and cross-industry supporting.Based on the difference of operation management,the rural could be classified two types,namely,management by scenic areas and open management.There where have been some new choice of industry status,such as science outreaching,research tourism and cultural integration,beside the old form of sightseeing,picking,catering,lodging and meeting.Building public brands and enterprise brands has become the main direction of brand development.Through the analysis of the development of leisure agriculture in Zhengzhou from 2013 to 2022,it was found that the industry has experienced three stages:government leading period,association decoupling period,and environmental changing period,through demonstration leadership,financial support,publicity and promotion,the development of the industry is guided,and the problems such as path dependence,strategic ambiguity,insufficient maintenance,and insufficient implementation were pointed out,which restrict the process of industry development.Finally,based on the development process of leisure agriculture in Zhengzhou,suggestions of development path were put forward from planning,policies,demonstration,fiscal fund,trends and propaganda.
