新发展阶段消费帮扶有效助力乡村振兴探析——基于内蒙古的实践

摘要 消费帮扶是党和政府动员社会各界通过消费来自脱贫地区、脱贫人口的产品与服务,帮助脱贫群众增收的一种创新举措。在乡村振兴战略实施过程中,消费帮扶链接起脱贫地区和脱贫人口与不同需求市场的纽带,打通了消费者与生产者的信息壁垒,对带动帮扶地区发展和当地人民的创收增收具有重要意义。内蒙古拥有独具特色的草原风味农牧产品和服务,在开展消费帮扶过程中取得了较好成效,但发展过程中仍存在基础物流信息体系不健全、帮扶发展队伍专业素质不高、帮扶产品品牌化效应低和市场监管不充分等问题。迈入新发展阶段,消费帮扶的视角和任务更加多元化,只有更好地挖掘消费帮扶在生产与市场中的重要作用,做好保鲜冷链物流建设、培育专业化帮扶队伍、培养优势农畜产品品牌和完善市场监管等方面,才能更有力地拓展消费帮扶发展路径,助力乡村振兴提质增效。 Consumer assistance is an innovative measure taken by the Party and the government to mobilize all sectors of society to increase the income of poverty-stricken people by consuming products and services from poverty-stricken areas and populations.In the implementation process of the rural revitalization strategy,consumer assistance links poverty-stricken areas and populations with different demand markets,breaking down information barriers between consumers and producers,and is of great significance in driving the development of poverty-stricken areas and increasing income for local people.Inner Mongolia has unique grassland flavor agricultural and animal husbandry products and services,and has achieved good results in the process of consumer assistance.However,there are still problems in the development process,such as incomplete basic logistics information system,low professional quality of the assistance development team,low branding effect of the assistance products,and insufficient market supervision.Entering a new stage of development,the perspective and tasks of consumer assistance have become more diversified.Only by better exploring the important role of consumer assistance in production and marketing,doing a good job in the construction of fresh cold chain logistics,cultivating specialized assistance teams,cultivating advantageous agricultural and livestock products,brands,and improving market supervision,can we more effectively expand the development path of consumer assistance and help rural revitalization improve quality and efficiency.
