摘要
针对低空无人机高频次、高密度运行的安全监管需求,本研究提出了“低空时空网”的理论构想及其支撑的“安全底座”实现路径。提出基于GeoSOT-ST构建低空时空编码体系,为数据统一标识与管理提供框架;探讨整合北斗导航、低轨卫星通信等资源,构建天地协同泛在综合时空网,以提供高精度定位导航与可靠通信服务;系统阐述了安全底座“数字化、网络化、智能化、网格化”四步构建路径:数字化聚焦统一编码实现数据标准化,网络化整合资源构建泛在互联服务基础,智能化融合AI探索智能感知与决策,网格化通过远程识别技术打造低成本末端监管模型。该构想旨在从理论层面解决低空全空间精准定位导航通信、海量数据管理及高频监管难题,为创新适配无人机特点的低空交通规则与监管制度提供思路,可望提升空域利用效率、筑牢安全防护屏障,保障低空经济规范有序发展。
To address the safety supervision demands of high-frequency,high-density low-altitude unmanned aerial vehicle(UAV)operations,this paper proposes the theoretical conception of constructing a"low-altitude spatiotemporal network"and its supporting"safety foundation"implementation pathway.Specifically,this conception establishes a low-altitude spatiotemporal coding system based on the GeoSOT-ST,providing a framework for unified data identification and management.Furthermore,it explores integrating resources such as BeiDou Navigation Satellite System(BDS)and low Earth orbit(LEO)satellite communication to build a ubiquitous integrated spatiotemporal network featuring space-ground collaboration,aiming to deliver high-precision positioning,navigation,and reliable communication services.This study systematically elaborates the four-step"digitalization,networking,intelligence,gridding"pathway for building the safety foundation:Digitalization focuses on unified coding to achieve data standardization;Networking integrates resources to construct a ubiquitous interconnected service infrastructure;Intelligence incorporates artificial intelligence(AI)to enable intelligent perception and decision-making;Gridding utilizes remote identification to create low-cost end-point supervision.This conception intends to theoretically resolve key challenges including precise positioning,navigation,and communication across the entire low-altitude space,massive data management,and high-frequency supervision.It provides insights for innovating low-altitude traffic rules and supervision systems adapted to UAV characteristics,and is expected to enhance airspace utilization efficiency,strengthen safety barriers,and ensure the orderly development of the low-altitude economy.
