摘要
建设人才飞地是打破地域限制,促进人才流动、资源共享和合作共赢的重要举措。近年来,聊城市聚焦高层次人才引育留用难题,引导支持重点企业在外设立人才飞地,积极探索柔性引才机制。对聊城市人才飞地建设现状进行分析,发现存在政策有待完善、产业融合度低、区域管理局限等问题,并有针对性地从强化顶层制度设计、推动产业联动发展、实现多方共建共享等多个维度提出建议,以期提升聊城市人才飞地建设,带动聊城经济高质量发展。
The development of talent enclaves is an important measure to break geographical restrictions,and promote talent flow,resource sharing,and win-win cooperation.In recent years,Liaocheng City has focused on addressing challenges in attracting,cultivating,retaining,and utilizing high-level talents by guiding and supporting key enterprises to establish talent enclaves outside the city,while actively exploring flexible talent introduction mechanisms.Based on an analysis of the development of talent enclaves in Liaocheng City,this paper reveals problems such as inadequate policies,low industrial integration,and regional management limitations.Then it puts forward targeted suggestions from multiple dimensions,including strengthening top-level institutional design,promoting industrial synergy,and realizing multi-party co-construction and sharing,hoping to advance its talent enclave development,and catalyze high-quality economic growth in Liaocheng City.
