摘要
新疆兵地融合是“兵地一盘棋”思想的具体实践,为解决地方和兵团主体利益差异、基础设施重复建设和行政管理等问题,应当以区域协同为目的、以产业融合为动力、以融合效益为根本推动兵地融合走深走实。通过对新疆兵地产业融合的融合现状、实践成效和深层矛盾的研究提出兵地融合的路径和策略:一是加强顶层设计:构建“三位一体”治理框架;二是改革产业发展环境:打造利益共同体;三是深化制度保障:创新兵地融合长效机制。
The integration of Xinjiang′s military and land is the concrete practice of the idea of"one game of military and land."In order to solve the problems such as the difference of interests between local and corps subjects,the repeated construction of infrastructure and the separation of administrative management,we should take regional coordination as the purpose,industrial integration as the driving force,and integration efficiency as the fundamental to promote the integration of military and land.Through the research on the current situation,practical results and deep contradictions of the integration of Xinjiang′s military and local industries,the path and strategy of the integration of military and local industries are proposed:First,strengthen the top-level design:build a′trinity′governance framework;the second is to reform the industrial development environment:to create a community of interests;third,deepen institutional guarantee:innovate the long-term mechanism of military-local integration.
