摘要
乡村振兴战略实施背景下,西南民族地区农村实用人才培养是破解“三农”问题的关键路径,保山市以乡土人才为核心,通过构建“土专家”“田秀才”培养体系,推动绿色种植、生态养殖、电商赋能与特色文旅深度融合,形成产才融合的实践路径,实现人才链与产业链协同发展。然而,目前仍面临人才总量偏低、结构失衡、行业分布单一、培养机制粗放及政策协同不足等困境。需要强化党建引领、完善分层分类培养模式、激活本土资源、优化服务生态等,构建“引育留用”一体化机制,为西南民族地区乡村人才振兴提供经验路径。
Under the implementation of the Rural Revitalization Strategy,cultivating rural practical talents in Southwest China's ethnic regions is a crucial pathway to addressing the"three rural issues"(agriculture,rural areas,and farmers).Baoshan City has focused on nurturing local talents,establishing a cultivation system for"local experts"and"field specialists."This drives the deep integration of green planting,ecological breeding,e-commerce empowerment,and distinctive cultural tourism,forming a practical path of industry-talent integration.This approach achieves coordinated development between the talent chain and the industrial chain.However,current challenges include an insufficient talent pool,structural imbalances,a narrow industry distribution,a rudimentary cultivation mechanism,and inadequate policy coordination.Measures are needed to strengthen Party-building leadership,refine a tiered and categorized cultivation model,activate local resources,and optimize the service ecosystem.This will build an integrated mechanism for"attracting,cultivating,retaining,and utilizing"talents,providing practical insights for rural talent revitalization in Southwest China's ethnic regions.
