摘要
“三水统筹”是破解长江面临水资源超载、水环境胁迫与水生态退化的复合性危机的关键。聚焦长江流域面临的这一系列危机,探讨了“三水统筹”治理策略的演进过程和未来方向。梳理了长江流域“三水统筹”相关法律法规的演进过程,发现当前治理体系已初步形成以《中华人民共和国水法》《中华人民共和国长江保护法》为核心的多层级制度框架。利用文献计量分析揭示治理策略由“工程优先”向“生态优先”转变的阶段性特征。分析2004—2022年洞庭湖与鄱阳湖的径流量,发现虽然年均径流量呈现增长趋势,但湖泊调蓄功能下降,干流顶托效应减弱,暴露出支流–湖泊–干流协同治理的紧迫性。由此建议长江“三水统筹”治理应深化“统一规划、协同治理”的一体化治理框架,强化跨区域协作与智慧水务应用,推进长江大保护战略与长期可持续性治理。
The“Three-Water Coordination”is key to addressing the complex crises facing the Changjiang River,including water resource overload,water environmental stress,and ecological degradation.This study focuses on these crises in the Changjiang River basin and explores the evolution of“Three-Water Coordination”governance strategy and its future directions.The paper reviews the evolution of relevant laws and regulations in the Changjiang River basin,noting that the current governance system has begun to form a multi-level institutional framework centered around the Water Law and the Changjiang River Protection Law.A bibliometric analysis reveals the phase shift in governance strategy from“engineering priority”to“ecology priority”.By analyzing the runoff data of Dongting Lake and Poyang Lake from 2004 to 2022,the study finds that while the annual average runoff shows an increasing trend,the lakes’regulating function has declined,and the effect of mainstream river support has weakened,highlighting the urgency of collaborative governance among tributaries,lakes,and the main river.Based on these findings,the study suggests that the governance of the Changjiang River should deepen the integrated governance framework of“unified planning and coordinated governance”,strengthen cross-regional collaboration and smart water management applications,and promote the Changjiang River conservation strategy for long-term sustainability.
