摘要
人工智能作为模拟人类智能的技术体系,正在深刻改变城市现代化治理的模式。其强大的数据处理、分析预测、智能决策及自然语言交互能力,为城市治理提供了高效精准的解决方案,广泛应用于交通管理、应急指挥、环境监测、公共安全、政务服务等领域。大模型技术的崛起进一步提升了人工智能的跨领域整合能力和智能化水平,推动城市治理向更高效协同的方向发展。然而,当前人工智能应用仍面临数据质量参差不齐、技术瓶颈、制度滞后、隐私安全风险及人才短缺等挑战。为充分发挥人工智能在城市治理中的作用,需根据不同城市特点制定针对性策略,加强技术研发与数据共享,完善法律法规与伦理规范,提升公众参与度,并培养复合型人才。未来,随着“人工智能+”战略的深入实施,人工智能将在城市治理中创造更多创新场景,助力城市治理现代化迈向更高水平。
Artificial intelligence,as a technological system that simulates human intelligence,is profoundly changing the model of modern urban governance.Its powerful data processing,analysis and prediction,intelligent decision-making and natural language interaction capabilities provide efficient and precise solutions for urban governance,and are widely applied in fields such as traffic management,emergency command,environmental monitoring,public security and government services.The rise of large model technology has further enhanced the cross-domain integration capabilities and intelligence level of artificial intelligence,promoting urban governance to develop in a more efficient and collaborative direction.However,the current application of artificial intelligence still faces challenges such as uneven data quality,technical bottlenecks,lagging systems,privacy and security risks,and a shortage of talents.To give full play to the role of artificial intelligence in urban governance,it is necessary to formulate targeted strategies based on the characteristics of different cities,strengthen technological research and development and data sharing,improve laws,regulations and ethical norms,enhance public participation,and cultivate compound talents.In the future,with the in-depth implementation of the"Artificial Intelligence+"strategy,artificial intelligence will create more innovative scenarios in urban governance and help the modernization of urban governance reach a higher level.
