摘要
多元协同治理机制的系统构建与动态优化对促进建筑垃圾资源化利用协同治理绩效提升有重要作用。基于现有治理实践与文献研究系统设计协同治理机制框架及其测量指标,基于系统动力学构建协同治理机制运行仿真模型,探究研究区域情境下协同治理机制的交互作用及其对治理绩效的影响过程,进而提出情景化的治理绩效优化策略。案例分析研究结果表明:建筑垃圾资源化利用市场的不同发展阶段对应不同的协同治理工作重点与实施力度。研究成果可为政府、行业协会和市场主体等协同治理行动者相关工作开展提供指导。
The system construction and dynamic optimization of multiple collaborative governance mechanisms play an important role in promoting the performance improvement of collaborative governance of construction waste resource utilization.Based on the existing governance practice and literature research system,the paper designed a framework for the collaborative governance mechanism and its measurement indicators,and built a simulation model of collaborative governance mechanism operation in accordance with system dynamics,to explore the interaction of the collaborative governance mechanism in the context of the study area and its impact on governance performance and then propose situational governance performance optimization strategies.The results of the case study showed that the different development stages of the construction waste resource utilization market correspond to different priorities and implementation efforts of collaborative governance.The research results can provide guidance for the relevant work of collaborative governance actors such as governments,industry associations and market players.
