摘要
主流媒体制度建构不仅关乎新闻传播行业如何有效回应外部环境变化与内部治理诉求,也有助于厘清我国新闻传播系统的历史性演化脉络,探索一条契合我国媒体政治定位和社会功能的独特道路。从市场化转型到媒体融合改革,主流媒体始终以“规制理性”为核心理念,通过产业架构调整和经营管理创新,为媒体内部资源配置、人员规范化行动和知识革新提供了保障。但具体制度执行过程中也浮现出路径依赖与认知冲突问题,尤其在数字技术发展与社会结构转型深度耦合的背景下,主流媒体面临制度实践场域的复杂结构性矛盾。为此,主流媒体还应建立容纳多元参与者动态反馈的反思监控机制,通过理解和协调多元主体认知-行动条件、需求与影响后果,保证规制理性与制度构成自发演化的共同作用,进一步承担好主流媒体连接社会认知与国家战略的枢纽角色。
The institutional design of mainstream media concerns not only how the news industry effectively responds to external environmental changes and internal governance demands,but also how it helps clarify the historical trajectory of China's media system and explore a distinctive development path aligned with the political positioning and social functions of Chinese media.From the shift toward marketization to the deepening of media convergence reforms,mainstream media have consistently upheld"regulatory rationality"as a guiding principle,driving industrial restructuring and managerial innovation to ensure resource coordination,standardized operations,and ongoing knowledge renewal.Yet challenges such as path dependence and cognitive dissonance have emerged during institutional implementation.More importantly,the deep integration of digital technologies with processes of social restructuring has introduced new layers of structural complexity into institutional practice.To address these challenges,it is essential to establish a reflexive monitoring mechanism that incorporates dynamic feedback from multiple participants.By recognizing and coordinating the conditions,demands,and consequences of diverse actors'cognition and actions,such a mechanism can strengthen the interplay between regulatory rationality and the spontaneous evolution of institutional structures.In doing so,mainstream media can more effectively fulfll their role as a strategic nexus linking public cognition with national policy agendas.
