摘要
围绕地理信息工作“两支撑、两服务、一提升”的工作定位,在技术跨界融合应用背景下,测绘地理信息数据获取方式更加多元、处理手段更加智能、应用领域更加广泛。通过调研测绘地理信息主管部门及企事业单位,发现新技术、新业态重点领域特别是智能网联汽车、众源测绘等领域地理信息安全风险及技术研发进展,思考在测绘地理信息监管工作的各领域贯彻安全思想;推动测绘地理信息安全防护的最终目的从被动“安全保障”转向积极主动“安全防御”,形成应急预案机制;最后提出完善的建议,进而强化地理信息安全监管。
Based on the work positioning of"two supports,two services and one improvement"in geographic information work,in the context of cross-border technology integration and application,surveying and mapping geographic information has become more diversified in data acquisition channels,more intelligent in processing means,and more ubiquitous in application services.By conducting an investigation on the competent departments of surveying and mapping geographic information as well as enterprises and institutions,we have discovered the security risks and technological research and development progress of geographic information in the key areas of new technologies and emerging industries,especially in the fields of intelligently connected vehicles and crowdsourced surveying and mapping.Think about making integrating security concepts be carried out in various fields and the entire process of surveying and mapping geographic information management.Therefore to shift the ultimate objective of surveying and mapping geographic information security protection from a passive"security guarantee"to an active"security defense"and establish an emergency responsemechanism.Finally,some suggestions are presented to enhance the supervision of geographic information security.
