摘要
近年来,随着房地产市场全面调整,政府或市场主导的传统老旧小区更新模式面临巨大挑战。在杭州、广州和北京等地,先后开展了由居民主导的自主更新实践,但自主更新模式的推广,面临资金支付难题与挑战。现有银行的贷款要求、风险管控、利率定价机制难以匹配老旧小区改造周期长、产权复杂、公益属性强等特点,加之老龄居民支付能力有限,使自主更新推进举步维艰。本文基于金融创新和财政协同视角,提出了构建多元化金融产品体系、建立风险共担机制、加强财政政策与金融工具的协同配合、完善法律法规与配套政策等政策建议,以破解老旧小区自主更新支付困局,推动城市更新进程。
In recent years,with the comprehensive adjustment of the real estate market,traditional old residential area renewal models dominated by the government or the market are facing enormous challenges.In cities such as Hangzhou,Guangzhou and Beijing,residents-led Self-renewal practices have been carried out successively.However,the promotion of the self-renewal model is confronted with difficulties and challenges in capital payment.The existing loan requirements,risk management and control,and interest rate pricing mechanisms of banks are difficult to match the characteristics of old residential area renovation,such as long-term construction cycles,complex property rights,and strong public welfare attributes.Coupled with the limited affordability of elderly residents,the advancement of self-renewal has been extremely difficult.From the perspective of financial innovation and fiscal coordination,this paper proposes policy recommendations such as constructing a diversified financial product system,establishing a risk-sharing mechanism,strengthening the coordination and cooperation between fiscal policies and financial tools,and improving laws,regulations and supporting policies.These measures aim to break the payment dilemma of self-renewal of old residential areas and promote the urban renewal process.
