摘要
构建科学合理的生态保护补偿机制是促进京津冀协同发展的重要保障。基于生态系统生产总值(GEP)核算理论和方法,对京津冀地区生态产品服务价值进行了核算。研究发现,第一,2013—2021年,京津冀地区GEP呈现波动增长趋势:2013年为15064.14亿元,2017年达到峰值22358.87亿元,2021年小幅回落至20069.35亿元。其中生态文化服务产品价值占比最高,生态物质产品价值其次,生态调节服务产品价值占比最低,但价值增加明显。第二,京津冀生态物质产品价值、生态调节服务产品价值、生态文化服务产品价值逐年增长趋势明显,空间分布呈现区域差异。第三,京津冀生态保护补偿机制存在补偿标准不统一、补偿方式单一等不足。基于此,提出了构建基于GEP核算的京津冀生态保护补偿机制的建议,一是促进三地生态产品评价标准协同和统一;二是建立以GEP核算为依据的综合转移支付制度;三是结合生态产品价值,综合考虑补偿标准;四是区分不同层级的生态产品和补偿责任,实现生态保护补偿的精细化管理。
Establishing a scientific and reasonable ecological protection compensation mechanism is an important guarantee for promoting the coordinated development of the Beijing-Tianjin-Hebei region.Based on the account-ing theory and method of gross ecosystem product(GEP),the value of ecological products and services in the Bei-jing-Tianjin-Hebei region was calculated.The research findings are as follows,Firstly,from 2013 to 2021,the GEP in the Beijing-Tianjin-Hebei region showed a fluctuating growth trend:it was 1506.414 billion trillion yuan in 2013,reached a peak of 2235.887 billion yuan in 2017,and slightly fell back to 2006.935 billion yuan in 2021.Among them,the value of ecological cultural service products accounted for the highest proportion,followed by the value of ecological material products,and the value of ecological regulation service products accounted for the low-est proportion,but the value increase was significant.Secondly,the value of ecological material products,ecologi-cal regulation service products and ecological cultural service products in the Beijing-Tianjin-Hebei region has shown a significant year-on-year growth trend,with regional differences in spatial distribution.Thirdly,the com-pensation mechanism for ecological protection in the Beijing-Tianjin-Hebei region has shortcomings such as in-consistent compensation standards and a single compensation method.Based on this,this paper proposes sugges-tions for constructing a compensation mechanism for ecological protection in the Beijing-Tianjin-Hebei region based on GEP accounting.Firstly,promote the coordination and unification of ecological product evaluation stan-dards among the three regions;Secondly,establish a comprehensive transfer payment system based on GEP ac-counting.Thirdly,combine the value of ecological products to comprehensively consider compensation standards.Fourthly,distinguish different levels of ecological products and compensation responsibilities to achieve refined management of ecological protection compensation.
