摘要
文化体系将灾害情境建构为日常生活中的预期风险,并为灾害为什么会发生、意味着什么、会以什么样的方式造成威胁提供了解释框架,进而形塑了公众应对灾害的模式。本文提出文化对公众应对灾害行为的三种影响机制:意义给赋、认知启发和赋权增效,并据此讨论了灾害治理的文化路径。相关讨论从理论上丰富了我们对于公众灾害行为逻辑的认识,对于建立社会防灾减灾的长效机制,进而增强社会的整体韧性而言,亦具有一定政策启示意义。
Cultural systems construct disaster scenarios as anticipated risks in everyday life and provide an interpretive framework for why disasters occur,what they signify,and the threats they pose.This framework,in turn,shapes the patterns of public response to disasters.This paper proposes three mechanisms by which culture influences public disaster behavior:meaning assignment,cognitive heuristics,and empowerment enhancement.Based on these mechanisms,this paper discusses the cultural pathways for disaster governance.The discussion enriches our theoretical understanding of the logic behind public disaster behavior and offers policy insights for establishing long-term mechanisms for disaster prevention and reduction,thereby enhancing the overall resilience of society.
