摘要
在全球自然灾害频发的背景下,为打造灾害管理共同体、提升社会整体的灾害防御能力,社会资本培育的重要性日益凸显。本文从应急文化的理论视角出发,系统探讨了社会资本在灾害管理过程中的作用机制。首先,本文对社会资本与应急文化的核心概念进行了界定,并从二者的结构维度展开论述。其次,本文通过构建应急文化与社会资本的互动机制模型,深入剖析了应急文化如何通过信任机制的强化、社会网络结构的优化以及互惠规范的内化,有效促进社会资本在灾害管理中的积累和运用。最后,本文提出了应急文化视角下培育社会资本的三条路径,以期为提升社会防灾减灾救灾能力提供新思路。
Against the backdrop of frequent natural disasters worldwide,the importance of cultivating social capital is becoming increasingly prominent in order to build a disaster management community and enhance the overall disaster prevention capabilities of society.This article systematically explores the role and mechanism of social capital in disaster management from the theoretical perspective of emergency culture.Firstly,this article defines the core concepts of social capital and emergency culture,and discusses their structural dimensions.Secondly,this article constructs an interactive mechanism model between emergency culture and social capital,and deeply analyzes how emergency culture effectively promotes the accumulation and utilization of social capital in disaster management through the strengthening of trust mechanisms,optimization of social network structures,and internalization of reciprocity norms.Finally,the article proposes three paths to cultivate social capital from the perspective of emergency culture,hoping to provide theoretical support for enhancing the overall disaster management capability of the country.
