摘要
在当今数智应急时代,数智应急器物、行为、制度与观念等数智应急文化元素层出不穷并不断深入发展。数智应急文化已成为数智应急时代应急文化的新形态。本文主要分析数智应急文化的定义与内涵、结构与功能,并在此基础上提出数智应急文化的生成机制与建设路径。数智应急文化是人在利用数智技术和工具应对突发事件过程中,形成的人与数智技术和工具、人与物理空间、人与社会空间及人与信息空间之间的各种关系,在器物、行为、制度与观念等维度的展现。数智应急文化能够使数智技术和工具深嵌于突发事件应对过程,减少数智应急中的摩擦与梗阻,进而推动数智应急能力提升。数智应急文化建设可从提升人的数智应急意识和素养、夯实数智应急基层基础、研发与推广数智应急技术和工具及增强数智应急文化服务供给能力四个方面着力。
In the current era of data-intelligence emergency,data-intelligence emergency artifacts,behaviors,systems and concepts,and other elements of data-intelligence emergency culture(DIEC)are emerging and evolving.The DiEC has become a new form of emergency culture in the data-intelligence emergency era.This paper mainly analyzes the definition and connotation,structure and function of DIEC,and proposes the generation mechanism and construction path of DIEC.DIEC is a display of the relationships between people and data-intelligence technologies and tools,people and physical space,people and social space,and people and information space in the dimensions of artifacts,behaviors,systems,and concepts in the process of responding to emergencies using data-intelligence technologies and tools.DIEC can deeply embed the data-intelligence technologies and tools in the emergency process,reduce the friction and obstruction in the data-intelligence emergency,and then promote the improvement of the data-intelligence emergency capability.The construction of DIEC can focus on four aspects,namely:enhancing people's awareness and literacy in data-intelligence emergency,strengthening popular support for data-intelligence emergency,researching and popularizing data-intelligence emergency technologies and tools,and strengthening supply capacity of DIEC services.
