摘要
随着国家三级公立医院绩效考核工作的深入推进,公立医院定位越来越清晰,公益性要求也越来越高。进一步强化运营管理,有效发挥绩效指挥棒作用,是推动医院高质量发展的核心任务。笔者基于政策要求和医院绩效管理实践,探讨如何构建涵盖医疗质量、运营效率、可持续发展、满意度评价等关键维度的综合绩效评价体系。通过构建成熟的运营管理组织体系,并以“国考”为导向优化绩效考核方案,大幅提升医院医疗服务质量和效能,为公立医院现代化管理提供理论参考和实践路径。
With the in-depth advancement of the national performance appraisal for Grade III public hospitals,the positioning of public hospitals has become increasingly clear,and the requirement for public welfare has become more prominent.Strengthening operational management and effectively leveraging the role of performance as a guiding“baton”is a core task for promoting the highquality development of hospitals.Based on policy requirements and hospital performance management practices,this paper explores the construction of a comprehensive performance evaluation system covering key dimensions such as medical quality,operational efficiency,sustainable development,and satisfaction assessment.By establishing a mature operational management system and optimizing the performance appraisal program guided by the“national examination,”hospitals can significantly improve medical service quality and efficiency,providing theoretical reference and practical pathways for modern public hospital management.
