摘要
推进首都治理体系和治理能力现代化,构建“以接诉即办为牵引的超大城市治理首都样板”是当前接诉即办改革的重要目标。北京市医院管理部门在推进医疗机构主动治理体系的构建和完善方面,积极探索和创新,结合医疗机构工作实际,探索主动治理项目准入和考评标准,确定了“问题精准”“措施明确”“效果明显”的治理前、中、后3个维度的9项评价标准及分层评价细则,并赋予不同权重值。调研全市522所医疗机构,主动治理项目准入及评价标准得到一定程度的广泛认可;在2022-2023年市级医疗机构主动治理中取得较好成效,形成了一套科学有效的主动治理评价标准,对推动首都医疗卫生行业主动治理体系和治理能力现代化发展起到积极作用。
Promoting the modernization of the capital’s governance system and governance capacity,and building a“super-large city governance model led by immediate response to complaints”is an important goal of the current reform.The Beijing hospital management department actively explored and innovated in promoting the construction and improvement of the proactive governance system of medical institutions.Based on the practical work of medical institutions,it explored access and evaluation standards for proactive governance projects,determining nine evaluation criteria and layered evaluation details for the three dimensions of“accurate problem identification,”“clear measures,”and“obvious effects,”with different weight values assigned.A survey of 522 medical institutions in the city showed that the access and evaluation standards for proactive governance projects have gained wide recognition to a certain extent.From 2022 to 2023,the implementation of proactive governance in municipal medical institutions achieved good results,forming a set of scientific and effective proactive governance evaluation standards,which played a positive role in promoting the modernization of the proactive governance system and governance capacity in the capital’s healthcare industry.
