摘要
研究水生态环境的价值属性,探索水生态环境价值的实现路径,将EOD模式导入宁波水生态环境治理,通过采取产业链延伸、联合经营、组合开发等方式,推动水生态环境治理项目与收益较好的关联产业有效融合,进而将生态环境治理带来的经济价值内部化,反哺水利事业,是未来水利与城市融合共生、实现高质量发展的重要创新手段。文章通过分析研究宁波市EOD模式的典型案例,对存在问题进行探讨,为未来进一步改善EOD项目提供参考价值。
Studying the value attributes of water ecological environment,exploring the realization path of water ecological environment value,introducing the EOD model into Ningbo water ecological environment governance,and promoting the effective integration of water ecological environment governance projects and related industries with good returns through industry chain extension,joint operation,and combined development,thereby internalizing the economic value brought by ecological environment governance and feeding back the water sector,is an important innovative means for the future integration and symbiosis of water conservancy and urban development,and achieving high-quality development.The article analyzes and studies typical cases of EOD models in Ningbo City,discusses existing problems,and provides reference value for further improving EOD projects in the future.
