摘要
乡村产业振兴是乡村振兴第一位的任务,然而乡村产业发展面临着耕地红线、粮食安全底线、生态红线的约束,制度改革不彻底的制约以及乡村资源再配置的困难。我国已经进入城乡融合发展阶段,乡村展现出生产、生态、文化、情绪等多重功能和价值,这些功能和价值丰富了乡村产业的内在基础。要围绕乡村产业多元发展的需要,进一步深化三农领域的改革,实施国土综合整治工程,有效完成乡村资源优化再配置,推动乡村多元功能的实现,全面提高乡村产业的整体收益水平,为乡村全面振兴奠定坚实的产业基础。
Revitalizing rural industries is the top priority in rural revitalization.However,the development of rural industries faces constraints such as limited arable land,food security requirements,ecological red lines,incomplete institutional reforms,and difficulties in reallocating rural resources.China has entered the stage of integrated urban-rural development,where rural areas have demonstrated multiple functions and values,including production,ecology,culture,and emotional value,forming a solid foundation for enriching rural industries.Therefore,it is necessary to further deepen reforms in the“three rural issues”(agriculture,rural areas,and rural people)sector and implement comprehensive land consolidation projects to effectively optimize the reallocation of rural resources.This will promote the realization of rural multifunctionality,comprehensively improve the overall income level of rural industries,and lay a solid industrial foundation for the comprehensive revitalization of rural areas.
