摘要
船舶弃船演习作为港口国监督(PSC)的核心检查项目,直接关乎海上人命安全与船舶合规性。基于《国际海上人命安全公约》(SOLAS)、《海员培训、发证和值班标准国际公约》(以下简称STCW公约)及PSC检查手册要求,结合东京备忘录2023年PSC缺陷统计数据及典型滞留案例,系统分析弃船演习的常见问题,从船员培训、演习程序、记录管理等维度提出针对性改进建议,以期为船舶管理方提供实操参考,降低PSC检查滞留风险。
As a core inspection item of Port State Control(PSC)inspection,the abandon ship drill is directly related to the maritime safety of human life and the compliance with requirements of relevant conventions.The paper systematically analyzes the common problems of abandon ship drills based on the requirements outlined in SOLAS,STCW and the PSC Manual,incorporating statistical data and typical detention cases from the Tokyo-MOU 2023 PSC deficiency reports.Targeted improvement recommendations are proposed across three dimensions i.e.,crew training,drill execution procedures,and record management.It intends to provide practical guidance for ship management entities to optimize operational practices and mitigate PSC detention risks.
