摘要
作为学校教育的一种补充形式,韩国校外培训在中小学教育领域中并有很高的普及率,并形成与学校教育并驾齐驱之势。梳理相关文献发现,韩国校外培训起步较早并经历了首次繁荣期、取缔期以及开放再繁荣三个发展时期,呈现出培训市场规模大、形式多元化、市场体系成熟等特点。为了促进教育公平,经过四十余年治理实践,韩国校外培训已经形成了相对完整和成熟的治理体系,并取得了较好的实施效果,具体表现为:治理政策体系化、多元主体协同参与治理、“自治”与“他治”相结合。作为受儒家文化影响较深的国家,韩国校外培训的制度演进以及法律规制经验,对我国具有重要的借鉴意义。
South Korean after-school training,also known as shadow education,refers to students using their spare time to participate in programs or institutions outside of school,in order to improve their academic performance.As a supplementary form of education in schools,after-school training is currently quite common and increasingly popular in primary and secondary schools in South Korea,rivaling the importance of formal school education.South Korea’s after-school training started early and has gone through three periods of development:a period of initial prosperity,a period of prohibition,and a period of reopening and further development.It presents the characteristics of a large scale,diverse forms,and well-establishied market system in the training market.In order to promote educational equity,after more than 40 years of governance,after-school training in South Korea has formed a relatively complete and mature governance system,and achieved good implementation results,specifically,this is manifested in the systematization of governance polices,the coordinated participation of multiple stakeholders in governance,and the combination of“self-governance”and“external governance”.As one of the countries influenced by Confucian culture,the institutional development and legal regulation experience of extracurricular training in South Korea have important enlightening significance for China.
