摘要
当前县域教育迫切需要提升教育效能。对中西部典型县域的分析发现,当前县域教育在城乡学校资源配置、学校教育质量、教育公平与教育负担方面均存在效能提升困境。“以县为主”管理体制和条块体制下地方教育资源配置的特点极大地阻碍了县域教育效能提升。其中,地方政府自主配置教育资源会造成县域教育供求的持续失配,引发城乡学校的资源配置困境;资源倾向的央地矛盾会形塑地方资源的双轨配置秩序,强化教育要素失衡,阻碍学校教育质量的提升;地方政策制定的策略性会强化学校层级固化,造成教育不公与家庭教育负担。提升县域教育效能,需要调控地方政府自主行为、均衡县域教育要素分布、针对教育城镇化水平分类施策。
At present,there is an urgent need to improve the efficiency of county-level education.An analysis of typical counties in the central and western regions reveals that there are dilemmas in improving educational efficiency in terms of the allocation of education-al resources between urban and rural schools,the quality of school education,educational equity,and educational burden in county-lev-el education.The characteristics of local educational resource allocation under the"county-based"management system and the sector-block system greatly hinder the improvement of the efficiency of county-level education.Among them,the autonomous allocation of edu-cational resources by local governments will lead to a continuous mismatch between the supply and demand of county-level education,triggering dificulties in the allocation of resources between urban and rural schools.The contradiction between the central and local gov-ernments regarding resource preferences will shape a dual-track allocation order of local resources,intensify the imbalance of educational elements,and impede the improvement of the quality of school education.The strategic nature of local policy formulation will strengthen the solidification of school hierarchy,resulting in educational inequality and the burden of family education.To improve the efficiency of county-level education,it is necessary to regulate the autonomous actions of local governments,balance the distribution of educational elements at the county-level,and implement targeted policies according to the level of educational urbanization.
